The Region of Waterloo is committed to improving asset management practices to support evidence-based investment and capital financing strategies that ensure the long-term sustainability of regional assets and services. As part of this effort, the Region initiated the implementation of Lucity’s Enterprise Asset Management (EAM) system and PowerPlan’s Asset Investment Optimization Suite, integrated with Microsoft Power BI, to create a comprehensive, enterprise-wide asset management and decision support framework.
GEI Consultants Canada was retained to support the Region through all stages of implementation, including a review of existing maintenance management and capital planning practices. This review informed the development of detailed business process maps that identified key people, processes, and tools—guiding the integration of the new software systems across multiple business units.
The project focused on enhancing asset management efficiency, improving compliance with Ontario Regulation 588/17, and equipping staff with modern tools for data-driven decision-making. GEI’s work supported the Region’s goal of achieving trusted, centralized asset data through a single source of truth, standardizing reporting, ensuring scalability for future needs, and enabling seamless integration with existing corporate systems.
The assignment was completed in two phases:
- Phase 1: Implementation of Lucity EAM across five business units, including system configuration, asset data migration, user training, integration with corporate systems, post go-live support, and Decision Support System (DSS) selection.
- Phase 2: Implementation of PowerPlan’s Asset Investment Optimization Suite, including system input workshops, staff support during implementation and testing, and the preparation of Region-specific documentation.
Through these initiatives, GEI helped the Region of Waterloo establish a robust, data-driven asset management foundation—supporting long-term operational efficiency, compliance, and informed investment decisions.
