The City of London provides a wide range of essential municipal services to its more than 420,000 residents. To support long-term, sustainable infrastructure planning, the City retained GEI Consultants Canada in 2018 to assist in developing its 2019 Corporate Asset Management (CAM) Plan and Policy, followed by the 2023 CAM Plan update for non-core assets.
GEI worked closely with City staff over a six-year period, providing consulting services that included asset lifecycle analysis, data assessment, asset management workshops, and development of key components of the City’s CAM Plan. A comprehensive review of the City’s asset datasets was undertaken to identify information gaps and support the development of asset management strategies. Using the reviewed data, GEI completed a State of Local Infrastructure Assessment and developed inputs for the implementation of Assetic Predictor software—enabling the City to model lifecycle strategies and improve long-term infrastructure planning.
GEI facilitated a series of asset management workshops to train City staff on applying levels of service (LOS) frameworks in alignment with Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure. These frameworks formed the foundation for developing LOS for other asset groups. For the 2023 CAM update, GEI reviewed and refined these frameworks and updated Assetic Predictor models to ensure that performance metrics continued to align with the City’s service delivery goals.
Through these initiatives, GEI helped the City of London strengthen its asset management practices—optimizing asset performance, reducing lifecycle costs, and supporting informed, data-driven infrastructure investment decisions.
