In 2023, the Town of Fort Erie retained GEI Consultants Canada to develop a comprehensive Asset Management Plan (AMP) to support sustainable service delivery, regulatory compliance, and long-term infrastructure planning for its $2.16 billion asset portfolio.
Driven by the requirements of Ontario Regulation 588/17 and the Town’s commitment to sustainable growth and climate resilience, the project aimed to create a robust, actionable AMP that would guide future infrastructure investment and service-level decisions. GEI worked closely with Town staff to prepare a plan encompassing all municipal services, including lifecycle forecasting, levels of service (LOS) performance assessment, financial strategies, and scenario modeling under multiple funding conditions—maintaining current service levels, continuing anticipated funding, and achieving lifecycle-based targets.
The AMP also integrated climate change considerations and growth projections aligned with Niagara Region forecasts, ensuring that future infrastructure planning reflects both environmental and demographic realities.
GEI’s engagement resulted in a Council-ready Asset Management Plan that met legislative requirements well ahead of the 2025 deadline. The final AMP provides a clear, data-driven roadmap for the Town’s future capital planning and risk management efforts—strengthening community resilience, optimizing asset performance, and ensuring the continued delivery of essential municipal services.
